Criterion text
To be awarded [points/price deductions] in the tender evaluation the supplier shall in the tender show that one or more disposable textiles, under the contract, contains at least 30 weight percent of biobased plastic.
The supplier shall upon request declare content of biobased plastic materials. The declaration can be done as a calculation according to the principle of mass balance1 under a defined time frame.
1Mass balance can be applied by different methods measuring the product exchange with traceability to production and raw material, when moving to recycled and biobased materials.
Verification
The supplier shall, upon request, be able to present any of for example the following:
- Technical documentation specifying how the calculation of the biobased proportion has been done and what time frame it covers.
- Test protocol from test in accordance with standard ISO 16620-4:2016 Plastics - Biobased content - Part 4: Determination of biobased mass content, declaring the content of biobased plastic materials in accordance with the requirement.
Proposed follow-up
During the tender evaluation follow up that the technical documentation is in accordance with the award criterion for the product or products the supplier has stated fulfilling the requirement and award them points/price deduction.
During the contract period follow ups can be done during follow-up meetings with the supplier. Request information from the supplier and check that the award criterion is fulfilled during the entire contract period for the product or products added value has been rewarded. Check that the calculations or test results shows that the product or products contain at least 30% biobased plastic material.
Information about the criterion
This criterion can be used when biobased plastics are requested. Alternatives with biobased plastic may for example be aprons, surgical bed linen and surgical towels. Note that the proportion of biobased plastic materials varies a lot between different products.
This requirement is formulated as an award criterion. The supplier who meets the criteria will be rewarded by added value during the evaluation of the tender. It does not exclude suppliers who cannot supply products meeting the requirement.
Choose an evaluation model that suits your procurement where this award criterion is to be included. Be sure to include the weighting of the award criterion from your needs and goals. To reward products with a higher proportion of biobased plastic materials than 30% the criterion may be complemented with a table showing how the added value increases with increased proportion of biobased plastics. This may for example be done as follows:
