The purpose of this requirement is to minimize the content of formaldehyde in toys. Formaldehyde is toxic, allergenic and may cause genetic defects and cancer.

Criterion text
In products CE-marked as toys, formaldehyde (CAS: 50-00-0) shall not be present in concentrations above the specified limit values in the table below:

Exception:
Parts of resin-bound wood which make up less than five percent by weight of the product.

Verification
The supplier shall, upon request, be able to present any of for example the following:
- Valid license for any of for example the following labels for textile and wooden toys:
- Nordic Swan Ecolabel for toys, version 3.
- Valid license for any of for example the following labels for textile toys:
- Nordic Swan Ecolabel for Textile, hides/skins and leather, version 5.
- Ökotex standard 100 (product class I) 2021-2023
- EU Ecolabel for textile products, Commission decision 2014/350/EU (textiles for children and textiles with direct skin contact)
- GOTS version 6 (2020) or version 7 (2023).
- bluesign APPROVED – BSSL (bluesign system substance list, usage range A), version 13 or 14
- Technical documentation, for example an analysis report from an accredited laboratory that contains information verifying that the requirement is met. Analyzes can be performed according to current versions of the standards:
- For textiles: EN ISO-14184-1 or equivalent standard.
- For resin-bonded wood: EN 717–1 or EN 16516 or equivalent standard.
- For polymeric toy material: SS-EN 71–10 and 71–11, or EN 1541 or equivalent standard.
- The supplier’s self-declaration based on technical documentation verifying that the requirement is met. The technical documentation shall be available if the contracting organization so requests.
- The supplier’s self-declaration including technical documentation of compliance verified by an accredited verification body, accredited for the task in accordance with ISO/IEC 17029 or equivalent standard.
Proposed follow-up
Labelling
If the requirement has been verified with a label, check that there is a valid license for the product in question. This can be checked: Nordic Swan Ecolabel, Ökotex, EU Ecolabel, GOTS.
If the requirement has been verified with bluesign a valid certificate can be requested from the supplier. The Supplier can receive a certrificate from its “bluesign system partner” in the supply chain. bluesign APPROVED covers the different textiles. If bluesign APPROVED is used as verification a certificate for each ingoing textile in the product is needed.
Analysis report
If the requirement has been verified with analysis reports, perform spot-checks on the analysis reports and check that the values are below the requirement limit value for each substance. Also check that the analyses were performed by an accredited laboratory.
Self-declaration based on technical documentation
If the requirement has been verified with a self-declaration based on technical documentation, follow up the requirement by requesting technical documentation for spot checks and check that the documentation verifies that the values are below the requirement limit values for each substance.
Self-declaration verified by an accredited verification body
If a verified self-declaration is used to prove that the requirement is fulfilled, request the supplier’s self-declaration, including documentation showing that the requirement is met. The self-declaration shall be verified by a verification body accredited for the task in accordance with ISO / IEC 17029 or equivalent standard.
Information about the criterion
There are currently a limited number of accredited verification bodies for ISO/IEC 17029 (Conformity assessment - General principles and requirements for validation and verification bodies) as it is a relatively new standard. This may change, especially if the demand for verifying compliance in this way increases. More information about the standard and accredited verification bodies can be found on Swedac's website.
