A public procurement can be seen as a process and it can be illustrated in the following way.
The public procurement process starts with the identification of a need and an analysis of how this need can be satisfied.
After that, the procurement is planned and a calculation of the total value of the contract must be made. The calculation of the value aims to establish how the total value of the contract relates to the ‘thresholds’, which determines which rules are to be applied.
