For tendered products with coating and/or printing that are intended to be used for children under three years of age, the sum of the substances (Nos. 1-16) in the table below shall not exceed 0.1 weight% (1000 mg/kg) with regard to coatings and printing on textiles.

For tendered products with coating and/or printing that are intended to be used in applications other than for children under three years of age, the sum of the substances Nos. 1-13 in the table below shall not exceed 0.1 weight% (1000 mg/kg) with regard to coatings and printing on textiles.

Health-endangering phthalates used as plasticizers in "plastic" for coatings and printing on textiles, primarily in PVC, can be avoided by using the requirement. Many phthalates are endocrine disruptors and/or are classed as toxic for reproduction. Phthalates can leach out of the material and be absorbed by the body and are therefore found in blood, breast milk and urine 1. At the beginning of 2015, 13 phthalates (Nos. 1-13 in the table) were on the REACH candidate list, of which four (Nos. 1, 8, 9, 12 in the table) are found in REACH Annex XIV of substances subject to authorisation. Some phthalates are also regulated for use in toys and childcare articles in REACH Annex XVII (Nos. 1, 9, 12, 14, 15, 16 in the table). Since REACH does not regulate substances in goods manufactured outside the EU, the risk of phthalate content is greater in products manufactured outside the EU 1. The phthalates in this requirement shall together not constitute more than 0.1 weight% (1000 mg/kg) of the material. The requirement differs from the legislation in that the latter states that the levels of these phthalates shall each not constitute more than 0.1 weight% (1000 mg/kg) of the material.
