Criterion text
Disposable textiles delivered under the contract shall not contain substances included on the current candidate list (Article 59 of Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH)) in levels above 0.1 weight percent (1000 mg/kg) per substance. 0.1 weight percent refers to each individual part of a product1.
If new substances are entered on the candidate list during the contract period, the supplier shall within six months of the European Chemicals Agency's (ECHA) publication of a revised candidate list present an action plan on how the substances can be phased out. The action plan is presented to the contracting authority upon request.
1The weight percentage refers to each individual part of a composite article and thus does not refer to 0.1% of a composite product, but to 0.1% of each constituent part.
Proposed follow-up
Labelling
If the requirement has been verified with a label, check that there is a valid license for the product in question. This can be checked on the Ecolabel’s website:
Nordic Swan Ecolabel, Sanitary products, version 6.
Analysis report
If the requirement has been verified with an analysis report, follow up the contract term by requesting analysis reports for spot-checks and check that the values are below the requirement limit value for each substance. Also check that the analyses were performed by a laboratory accredited for the method of analysis used.
Self-declaration verified by an accredited verification body
If the requirement has been verified by a self-declaration request the supplier's self-declaration including technical documentation of compliance that has been verified by an accredited verification body, accredited for the task in accordance with ISO / IEC 17029.
Information about the criterion
There are currently no accredited verification bodies according to ISO / IEC 17029 (Conformity assessment - General principles and requirements for validation and verification bodies), as it is a relatively new standard. However, this may change, especially if the demand for verifying compliance in this way increases. This possibility is therefore included in the list of possible verifications.
