Criterion text
Sports equipment delivered during the contract period shall not contain substances that are listed on the current candidate list (Article 59 of Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (Reach)) at levels above 0.1 percent by weight (1000 mg/kg) per substance and each individual part of the product1.
If new substances are entered on the candidate list during the contract period, the supplier shall within six months of the European Chemicals Agency's (Echa) publication of a revised candidate list present an action plan on how the substances can be phased out.
Proposed follow-up
Analysis report
Follow up on the contract term by performing spot-checks on the analysis reports and check that the values are below the requirement limit value for each substance. Also check that the analyses were performed by an accredited laboratory.
Self-declaration verified by an accredited verification body
Follow up on the contract term by requesting the supplier’s self-declaration, including documentation showing that the requirement is met. The self-declaration shall be verified by a verification body accredited for the task in accordance with ISO / IEC 17029 or equivalent standard.
Information about the criterion
To avoid more health hazardous plasticizers than those on the candidate list, Requirement ID 11523 “Plasticizers in sports equipment” is used together with this contract term.
There are currently a limited number of accredited verification bodies for ISO/IEC 17029 (Conformity assessment - General principles and requirements for validation and verification bodies) as it is a relatively new standard. This may change, especially if the demand for verifying compliance in this way increases. More information about the standard and accredited verification bodies can be found on Swedac's website.
