Information about where (which country) pharmaceutical formulation takes place

The purpose of this award criterion is to increase transparency and traceability when active pharmaceutical ingredients (APIs) are used in pharmaceutical formulation. Information provided on the location of pharmaceutical formulation for the medicinal products covered by the agreement allows contracting authorities to better identify and prioritise environmental and social risks, as well as follow-up efforts.

Criterion text
In order to receive [points or discounts per position], the supplier must provide information regarding where (country or countries) the formulation of offered medicinal products from active pharmaceutical ingredients (APIs) takes place.
If the award criterion is met for one of more medicinal products, the supplier must, for the duration of the contract and without undue delay, inform the contracting authority of any changes regarding where (country or countries) the formulation of APIs into medicinal products for which the supplier has provided information takes place.
Verification
In order to receive [points or discounts per position] in the tender evaluation, the supplier must provide information regarding where (country or countries) the formulation of offered medicinal products from APIs takes place. The source of the information or where it can be accessed can vary depending on the supplier's business model or trading situation.
Proposed follow-up
Ensure that the contractual terms describe how the follow-up process will be carried out and which documentation or information the supplier needs to submit and when.
When following up the agreement, the contracting authority may request that the supplier provides supporting information regarding where APIs are formulated into contracted medicinal products. For more information, see the implementation manual.
Information about the criterion
This award criterion can be applied separately or together with the following additional award criteria:
· Information on the location of API production for medicinal products (Requirement ID 11224, advanced level)
· Information about the production facility in which pharmaceutical formulation takes place (Requirement ID 11369, spearhead level)
· Information about the production facility in which APIs are manufactured for medicinal products (Requirement ID 11370, spearhead level).
Pharmaceutical formulation can take place at more than one geographical location. The supplier may therefore need to provide information about several countries in which pharmaceutical formulation takes place.
The contracting authority may check the provided details regarding the offered medicinal products during the evaluation of tenders. For more information, see the implementation manual.
