Flame retardants in textiles, plastics and upholstery materials

The materials that make up the products, such as textiles, upholstery materials and plastics, shall not contain the following flame retardants, i.e. they shall not be actively added or exceed 0.1 % by weight measured value:

Exemptions: 

• Small plastic parts <100 g, are not subject to the requirement
• The requirement does not apply to electronic parts, such as motors in height-adjustable tables and beds²

The supplier shall be able to prove, on request, that the requirement has been fulfilled. [The contracting organisation] may request that the data be verified by an independent third party.

²For electronics, the legal requirements contained in the so-called ROHS Directive apply, (Directive 2011/65/EU on the restriction of the use of certain hazardous substances in electrical and electronic equipment) which have been implemented in Swedish legislation through Regulation (2012:861) on hazardous substances in electrical and electronic equipment, as well as the Swedish Chemicals Agency's regulations (KIFS 2008:2) on chemical products and biotechnological organisms.

When requested, the supplier must be able to present for example one of the following:

• Labellings for furniture that fulfil the requirement, such as a valid license for
  • EU Ecolabel for furniture
  • Nordic Swan Ecolabel, Furniture and furnishings, version 5 or later
  • Möbelfakta
• Valid licences for the following labellings can be used for textiles:
  • Ökotex Standard 100 (product class I, II, III, IV) 2019-2021
  • Nordic Swan Ecolabel of Textile, hides/ skins and leather Version 4
  • Bra Miljöval Textil (Good Environmental Choice Textile) Criteria 2012 (category fibre and preparation)
  • GOTS version 5.0 (2017) or version 6.0 (2020)
  • Bluesign (BSSL) version 10, 2019 or version 11 (2020) (area of application A, B and C)
• Technical documentation, for example analytical reports, from the manufacturer demonstrating that the requirement is met
• The company's self-declaration/supplier's declaration including technical documentation of compliance verified by an accredited verification body, accredited for the task according to ISO/IEC 17029 or equivalent standard.
