Substances of Very High Concern (Candidate List) in creative material
The purpose of this contract term is to minimize the content of the environmentally and health hazardous chemicals listed on the candidate list in the EU chemicals legislation Reach.

Creative material delivered during the contract period shall not contain substances that are listed on the current candidate list (Article 59 of Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (Reach)) at levels above 0.1 percent by weight (1000 mg/kg) per substance and each individual part of the product1.
If new substances are entered on the candidate list during the contract period, the supplier shall within six months of the European Chemicals Agency's (Echa) publication of a revised candidate list present an action plan on how the substances can be phased out.
1The weight percentage refers to each individual part of a composite article and thus does not refer to 0.1 percent of a composite product, but to 0.1 percent of each constituent part.
If the requirement is verified with a label, follow up the contract term for chemical products such as paints and adhesives by checking that there is a valid license for the product in question. This is checked as below:

If the requirement has been verified with analysis reports, perform spot-checks on the analysis reports and check that the values are below the requirement limit value for each substance. Also check that the analyses were performed by an accredited laboratory.
Self-declaration verified by an accredited verification body
If a verified self-declaration is used to prove that the requirement is fulfilled, request the supplier’s self-declaration, including documentation showing that the requirement is met. The self-declaration shall be verified by a verification body accredited for the task in accordance with ISO / IEC 17029 or equivalent standard.
Information about the criterion
To avoid more health hazardous plasticizers than those on the candidate list, RequirementID 11520 “Plasticizers in creative material” can be used together with this contract term.
There are currently a limited number of accredited verification bodies for ISO/IEC 17029 (Conformity assessment - General principles and requirements for validation and verification bodies) as it is a relatively new standard. This may change, especially if the demand for verifying compliance in this way increases. More information about the standard and accredited verification bodies can be found on Swedac's website.
